PROPOSED CONTRACT
The proposed contract for this project management plan is repaving of all the city streets in the city of Huntsville, Alabama. The project will include rehabilitation and preservation of the historic district in the area of the old Railroad Depot in Decatur, Alabama to include brick streets, and round-abouts in the area of downtown Huntsville, Alabama. This will be a large-scale curb, gutter, and road paving project with high costs in labor and materials. Included in this project are the following curb, gutter, and road paving as well as rehabilitative street construction initiatives:
miles of curb, gutter and street paving in the City of Huntsville, Alabama
round-abouts near the Railroad Depot
miles of rehabilitaiton of brick streets leaving streetcar rails in the brick paving the streets to repair roads without destroying historical value of the area.

PROCUREMENT PLAN
The procurement plan for this project will involve procuring the following equipment for use in the project:
(1) Asphalt;
(2) Grave
(3) Silt Fences;
(4) Bricks
(5) Safety markers for roadways;
(6) Sandbags
(7) Mechanical Grade Shovels
(8) Mechanical Grade Rakes
(9) Backhoe
(10) Paving Equipment
(11) Striping Equipment
(12) Paint for striping and marking roadways
(13) Reflectors
(14) Worker Safety equipment to include:
(a) reflective vests
(b) hardhats
(c) gloves
(d) LED flashlights for night work;
(15) Specialized Lighting Equipment - Because a great deal of the work will be done at night due to the heat in the day during the time of the completion of this project, the area will have to be lit and this will require erection of specialized lighting for worker safety

RISK Management PLAN
The Risk Management Plan for this project will include the following stated aspects:
(1) clear marking of construction and paving areas with cones, reflective signs, flashing signs,
(2) specialized lighting
(3) Worker apparel that is reflective
(4) Flag guard at each outer point of the work site.
(5) Only licensed and certified equipment operators will run paving, striping and other heavy machinery;
(6) Streets will be fully blocked during night work with detours clearly marked. .

PROBLEM STATEMENT AND REQUEST FOR PROPOSAL
The work described in this Request for Proposals includes the preparation of the following:
(1) Detailed topography surveys,
(2) geotechnical report and (3) recommendation of a new structural pavement section along with plans for the design, specifications and cost estimates to include the following stated needs in this project:
(a) ADA ramps;
(b) sidewalks;
(c) curb, gutter and drives into office space parking;
(d) structural sections of pavement;
(e) improvement of storm drainage systems;
,(f) necessary construction on public and private property for improvement or elimination of problems with draining resulting in flooding in the downtown Huntsville District.
design plans, specifications and cost estimates for the following:
The responsibility of the consultant on this project will include but not be limited to the following stated tasks;
(1) Consultant is responsible for ensuring the project is coordinated and efficient and that the development process results in the delivery of a product that is high in quality and that the project remain within the stated budget submitted for bid on this project.
(2) The Consultant is required to coordinate with other agencies as needed to ensure smooth operation of the project's objectives this includes any buried cable, telephone line or other utilities that must be contacted prior to construction in this area of Huntsville, Alabama.
(3) The Consultant is required to submit a survey that is detailed and that incorporates all utilities underground in the downtown Huntsville, Alabama area.
(4) The Consultant will be required to produce submittal packages (35%, 65% AND 95%)
(5) The Consultant will be required to conduct preparation of a final bidding document that serves to incorporate all the information from reviews conducted previously.
(6) The Consultant will be required to draw the plans making use of AutoCAD and plot scales that are appropriate on sheets measuring 24"X36."
(7) The specifications must be submitted in the format of the Huntsville City standar5dized contract book and associated specifications.
